Can someone please rephrase this AP us history question for me please?

If I'm reading this right, it might be one of the stupidest questions I've ever seen. It's like they're asking where did New Netherland used to be (it was in Southern New York), and how is that like where Machusetts was in New England? Well it's exactly like how Machusetts is in New England, except it wasn't in New England. My brain is broken.
