4 month old puppy too rough for 2 month old puppy?

We have a sheperd/husky mix 4 months old (Kaiser) and have had him for 2 months. We were looking for something to balance him out so we got another puppy. A 2 month old bet hound female(Alley). The problem is kaiser is kinda high strung (imagine that) and is playing too rough for the baby bet hound. He pulls/bites on her oversized ears, drags her across the floor, pins her, etc. She does fight back and bite him as well, but I think he is just too much for her right now. He weighs 25 lbs and she weighs 7 lbs. She does yelp/growl when he gets too rough, and he does seem to back off a bit, but goes right back to playing rough again. Kaiser also is starting to get food agressive towards her, which I think he learned from another dog. When she comes near his bowl, he scarfs down his food really quick and I finally separated them into separate rooms during eating, and he is content. We give them separate kongs but he seems to want to have what shes having, even though its the same damn thing! He did nip at her today for getting too close to his kong. I'm pretty sure he is acting out a little bit bc he is trying to establish his place in the pecking order, and prolly a little jealousy with a new puppy. And he may also still be trying to get used to her bc we got her two days ago. So maybe a timeout for him? Any suggestions?
